The UN Office of the High Commissioner for Human Rights reported that Israel forcibly displaced the entire Palestinian population from the Jenin, Nur Shams, and Tulkarm refugee camps in the occupied West Bank and continues to prevent their return, raising concerns about forced displacement and 'ethnic cleansing'. ^[1] The UN report states that the 'massive, long-term and systematic displacement' of Palestinians raises concern that it could constitute a crime against humanity of forced displacement, and that actions making the camps uninhabitable 'look like collective punishment and raise concerns about ethnic cleansing'. ^[2] The UN rights office warned on Friday that Israel's forced displacement of the entire populations of three West Bank refugee camps during Operation Iron Wall could amount to crimes against humanity. ^[3] As of July 2025, 33,362 Palestinians remained unable to return to the Jenin, Nur Shams, and Tulkarm refugee camps after being displaced during Operation Iron Wall, according to the UN report. ^[4] Israeli forces conducted Operation 'Iron Wall' in January and February 2025, during which civilians were killed, homes and infrastructure destroyed, water and electricity supplies cut, and humanitarian access restricted, according to the UN report. ^[5] Israel's mission in Geneva rejected the UN report, accusing the UN rights office of setting aside impartiality, independence, and neutrality and of spreading misinformation. ^[6] The UN report described Israeli forces killing civilians, destroying hundreds of homes, damaging infrastructure, cutting off water and electricity, and barring humanitarian access during Operation Iron Wall. ^[7]
