On September 3, 2026, the Agencia de Transformación Digital y Telecomunicaciones (ATDT) of Mexico and the Ministry for Digital Transformation and Public Function of Spain formalized a bilateral Memorandum of Understanding in Mexico City. ^[1] José Peña Merino, the head of the Mexican ATDT, presented strategic initiatives including the Nube MX public cloud infrastructure, the National Cybersecurity Plan, and the National Program for Simplification and Digitalization of Procedures. ^[2] The construction phase of the Coatlicue supercomputer was highlighted as a project intended to become the most powerful high-performance computing infrastructure in all of Latin America. ^[3] The primary purpose of the agreement is to strengthen technical collaboration and exchange operational experiences and best practices in artificial intelligence, cybersecurity, connectivity, and government procedure simplification. ^[4] José Peña Merino, head of the ATDT, mentioned strategic projects including the Nube MX cloud initiative, the National Cybersecurity Plan, and the construction of the Coatlicue supercomputer, which is projected to be the most powerful in Latin America. ^[5] Óscar López Águeda, Spain's Minister for Digital Transformation and Public Function, stated that his digital strategy concentrates on four axes: companies, industry, rights, and training. ^[6] The agreement aims to narrow the exchange of knowledge and capabilities to promote joint projects and leverage technology to generate better services and greater opportunities for people. ^[7]
