Rosatom chief executive Alexey Likhachev stated that the Trans-Arctic Transport Corridor requires RUB5 trillion by 2030 and an additional RUB5 trillion over the following five years. ^[1] Russia plans to invest approximately RUB10 trillion, equivalent to $116 billion, by 2035 to transform its Arctic coastline into a fully integrated transport corridor. ^[2] Vladislav Maslennikov, director of the Russian Foreign Ministry's Department of European Affairs, stated at the Eastern Economic Forum on September 1, 2026, that Russia is ready for dialogue with all partners that pursue a constructive and pragmatic approach to Arctic issues. ^[3] China is identified as the obvious candidate for international participation, providing capital and industrial capacity while Russia supplies icebreaker expertise and access to resources. ^[4] Russia targets cargo volumes of 110 million to 150 million tonnes by 2035 under its baseline scenario, representing a significant increase from the current volume of around 37 million tonnes. ^[5] Maslennikov identified the most effective dialogue on Arctic issues as currently developing between Russia, China, and India. ^[6] Maslennikov reported that the number of countries interested in cooperating with Russia in the Arctic is steadily growing. ^[7] Maslennikov stated that one of the most promising areas of practical cooperation is the joint development of the Arctic's transport and logistics potential. ^[8]
