The European Court of Human Rights (CEDO) decided on an unspecified date in 2026 to abandon the examination of 879 individual cases regarding alleged human rights violations in Russia. ^[1] The European Court of Human Rights announced on September 3 that it is dropping the remaining individual complaints alleging human rights violations in Russia. ^[2] Slovakia's government of Prime Minister Robert Fico approved joining an international commission assessing compensation claims stemming from Russia's invasion of Ukraine at a meeting in Nitra on 2026-04-12. ^[3] The European Commission and the Council of Europe have repeatedly reported that legal system reform in Cyprus is progressing extremely slowly. ^[4] CEDO specified that the decision to abandon these cases is final but cannot be interpreted as exonerating Russia from its international responsibility in the field of human rights for acts committed before its exclusion. ^[5] CEDO stated that it had already pronounced sufficiently on these specific issues, justifying the decision to drop the cases. ^[6] The abandoned cases cover multiple categories of violations, including the treatment of opposition politicians and democracy activists, repressive legislation, and restrictions on freedom of expression, including on the internet. ^[7] As of September 2022, when the ECHR considered Russia to have ceased to be a party to the European Convention on Human Rights, 15,800 individual applications were pending, the majority of which have been processed. ^[8] The court plans to consider only applications concerning events outside Russia's borders as recognized by the Council of Europe, as well as inter-state applications. ^[9] The court stated that the remaining individual applications concerned issues that had already been sufficiently addressed and that the significant judicial resources required for their continued examination could not be justified. ^[10] Since returning to power in 2023, Robert Fico has ended Slovak state military aid to Ukraine and criticized European sanctions against Moscow. ^[11] The International Claims Commission for Ukraine, established within the Council of Europe, will review claims for compensation for damage, loss, or injury caused by Russia's actions since February 2022. ^[12]
