A new law in France prohibits students from carrying mobile phones in high schools (Lycées) starting September 1, 2026. ^[1] Bogota's Education Secretariat published draft regulation RL-2026-177 on August 28, 2026, which proposes restricting cellphone use for students throughout the school day, including during classes and recess. ^[2] A study by the UNESCO organization from March 2026 reported that over half of all countries have banned mobile phones from schools. ^[3] Mobile phones were already banned in primary and middle schools in France prior to this new high school regulation. ^[4] The draft proposal applies to all institutions providing early childhood, primary, and secondary education across the city of Bogota. ^[5] The proposal is part of a broader educational policy called '(Re)conectarnos para aprender', which seeks to distinguish between technology serving a learning purpose and technology that competes with attention. ^[6] Under the draft rules, students generally would not be allowed to use mobile phones during the school day, and the restriction would extend to recess and other breaks. ^[7] The UNESCO study noted that the number of countries banning phones in schools increased from one in four three years ago to more than one in two by March 2026. ^[8]
