The Ministry of Economic Development and Productive of Ecuador reported that payments to suppliers, public services, and VAT refunds totaled $5.29 billion between January and August 2026. ^[1] President Daniel Noboa of Ecuador blocked public access to his asset declarations and previous records by appealing to the Organic Law on the Protection of Personal Data (LOPDP). ^[2] Major payment allocations included social welfare ($1.126 billion), infrastructure and telecommunications ($870 million), and security ($645 million). ^[3] The government attributed this additional injection of $1.454 billion to responsible financial management that ensured necessary liquidity through the Treasury of the Nation. ^[4] This figure represents a 38% increase compared to the same period in 2025, when the amount was $3.837 billion. ^[5] Article 231 of the Ecuadorian Constitution imposes the obligation on all public servants to submit sworn asset declarations including assets and liabilities when starting and ending their tenure. ^[6] The blockage prevents the Comptroller General of the State from reviewing the president's wealth, debts, and extraordinary income, which is a constitutional obligation for all public officials. ^[7] The specific articles Noboa cited regarding data security do not justify hiding information required by the constitution, which mandates asset declarations to prevent illicit enrichment. ^[8]
