Masoud Pezeshkian, President of the Islamic Republic of Iran, stated at a meeting of the Shanghai Cooperation Organization (SCO) heads of state that Iran will reciprocate if the United States returns to fulfilling its commitments under the mentioned memorandum of understanding. ^[1] Deputy Prime Minister and Foreign Minister Ishaq Dar met Iranian Foreign Minister Abbas Araghchi on the sidelines of the Shanghai Cooperation Organisation (SCO) Council of Heads of State meeting in Bishkek. ^[2] Ishaq Dar stressed that the sincere implementation of the Islamabad Memorandum of Understanding of June 2026 remains the only way forward amid the ongoing conflict in the Middle East. ^[3] Georgy Borisenko, Russia's Deputy Foreign Minister, and Musa Kulaklikaya, Turkey's Deputy Foreign Minister, called for a ceasefire in the Persian Gulf region to restart political and diplomatic processes. ^[4] Iran responded with missile attacks on US bases in Jordan. ^[5] Washington rejected Tehran's proposal to return to the Islamabad agreement and struck rocket launchers on Larak Island, resuming military escalation. ^[6] President Pezeshkian emphasized that the violation of obligations by the United States met with a proportional response from Iran. ^[7] The United States and Iran signed the Islamabad Memorandum of Understanding on the cessation of conflict in June. ^[8] Pakistan brokered a ceasefire between the US and Iran in April, which ended the most intense fighting but sporadic attacks around the Strait of Hormuz have since occurred. ^[9] The Islamabad Memorandum of Understanding, signed in June, provided a framework for ending the war that began with US-Israeli strikes on Iran on February 28. ^[10] The Islamabad Memorandum was reached in June following 40 days of military conflict and nearly three months of negotiations mediated by Pakistan and Qatar. ^[11] The memorandum included a cessation of hostilities, the reopening of the Strait of Hormuz, and the resumption of talks between Tehran and Washington. ^[12]
