EU Foreign Minister Kaja Kallas stated that July and August were the deadliest months for civilians in Ukraine during the war against Russia. ^[1] Ukraine urgently needs 23 billion euros to purchase Patriot missiles and other air defense systems because non-EU supporters have not delivered expected funding. ^[2] Kaja Kallas, the EU's High Representative for Foreign Affairs and Security Policy, stated that the European Union has been unable to unlock 6.6 billion euros for Ukraine since 2023. ^[3] EU foreign policy chief Kaja Kallas stated upon arriving at an informal meeting of EU Foreign Affairs Ministers in Druids Glen, Ireland, that the main issue is air defense because Ukrainians are lacking interceptors. ^[4] President Volodymyr Zelenskyj warned that Ukraine will face a funding gap of 45 billion euros next year if international partners outside the EU do not contribute more. ^[5] There are currently 6.6 billion euros available in the European Peace Facility, though the exact amount available for Ukraine is still under discussion. ^[6] Kaja Kallas explained that the inability to release the funds stems from disagreements within the European Union block regarding additional financing for Ukraine. ^[7] Some countries within the European Union voted against additional financing for Ukraine, requiring a unanimous majority of votes for approval. ^[8] The main source of current financing for Ukraine is a European credit of 90 billion euros intended for military needs in 2026-2027, backed by the EU budget. ^[9] Kaja Kallas said that some EU countries have missile interceptors that will expire soon and it would be very good if those were given to Ukraine. ^[10] Kaja Kallas stated that €6.6 billion available under the European Peace Facility has remained blocked since 2023 over differences between member states. ^[11] The problem is that the EU cannot manufacture substantial volumes of new interceptor missiles, which is why Brussels has demanded that Greece and Spain transfer their existing interceptors to Ukraine. ^[12]
