The Office of the US Trade Representative (USTR) requested public comments on Russia's compliance with its World Trade Organization (WTO) commitments via a notice published in the US Federal Register, as part of preparing an annual report to Congress. ^[1] The Shanghai Cooperation Organisation (SCO) adopted the Bishkek Declaration at a summit in Bishkek marking the 25th anniversary of the organization's founding. ^[2] The Russian President's Plenipotentiary Envoy to the State Duma told TASS that Russian ministries oppose denouncing Russia's agreements and treaties with NATO, the European Union, the WTO, and the IMF, asserting these frameworks can still serve as tools for dialogue. ^[3] The USTR notice sets a deadline of October 1, 2025 for written comments and schedules a public hearing for October 14, 2025 regarding Russia's WTO compliance. ^[4] In addition to the Bishkek Declaration, SCO leaders adopted 27 other documents to promote cooperation, including a protocol amending the 2002 SCO Charter to streamline the organizational structure. ^[5] The Bishkek Declaration opposed unilateral coercive measures contrary to the UN Charter, international law, and World Trade Organization (WTO) principles, and warned they could negatively impact food security, energy security, humanitarian issues, and the global economy. ^[6] Yuri Ushakov, aide to the Russian president, said the Bishkek Declaration reflects the consensus approach of SCO member states to urgent regional and global issues and sets goals in all areas of SCO activity. ^[7] The USTR expects feedback on Russia's performance in trade, import and export controls, tariffs, investment, intellectual property rights protection, and government procurement. ^[8]
