Representatives from 73 countries convened in Mexico City for the IV International Conference of the Casablanca Declaration to demand the universal abolition of surrogacy. ^[1] The Early Institute called on the Mexican Congress to prohibit surrogacy nationwide and classify it as a crime during the IV Casablanca Declaration Conference. ^[2] Abraham Madero Márquez, executive director of the Early Institute, described surrogacy as an illegal industry that must be abolished rather than regulated. ^[3] Jorge Cardona Llorens, a former member of the UN Committee on the Rights of the Child, asserted that surrogacy is not regulated in any international human rights treaty. ^[4] Reem Alsalem, the UN Special Rapporteur on violence against women and girls, warned that powerful international interests push for the legalization of surrogacy while calling it a system of exploitation. ^[5] Abraham Madero Márquez, executive director of the Early Institute, stated that surrogacy reform must be incorporated into health legislation and the Penal Code to protect women's rights. ^[6] Madero Márquez described the current lack of federal prohibition as a paradise for the practice, allowing clinics to install themselves in any state of the Republic. ^[7]
