Mexican President Claudia Sheinbaum sent a legislative reform bill to Congress to reinforce control over foreign investments in strategic sectors such as energy, artificial intelligence, semiconductors, and telecommunications. ^[1] President Claudia Sheinbaum and Luisa María Alcalde signed an initiative to reform the Foreign Investment Law, which was received by the Mexican Congress on a recent Sunday. ^[2] The proposed reform mandates that foreign investments with more than 49% ownership in Mexican companies must obtain approval from the National Foreign Investment Commission (CNIE). ^[3] Senate President Laura Itzel Castillo confirmed on Tuesday that the proposal was received and aims to provide greater legal certainty to foreign investments in Mexico. ^[4] The proposed reform seeks to expand the powers of the National Foreign Investment Commission (CNIE) to block acquisitions exceeding 49% of capital in sensitive sectors for national security reasons. ^[5] The reform proposes incorporating the heads of the Defense, Navy, and Citizen Security and Protection Secretariats into the CNIE with voting rights to evaluate security risks. ^[6] The economic thresholds determining which investments require military approval will be decided by the military within 180 days of the reform's publication. ^[7] The initiative defines strategic activities requiring military review to include energy, transport, health, communications, mining, data centers, AI, robotics, semiconductors, cybersecurity, and biotechnology. ^[8]
