Agents of the National Police (PNP) in Piura detained two suspected members of the criminal band Los Injertos del Norte for extortion against a citizen in the province of Sullana. ^[1] Senator Roxanna I. Soto Aguilú of the Partido Nuevo Progresista introduced two bills to protect water customers of the Autoridad de Acueductos y Alcantarillados (AAA) in Puerto Rico. ^[2] The first bill, Proyecto del Senado 1433, proposes amending the Ley de Acueductos y Alcantarillados to require the AAA to activate an alternative water supply mechanism after 24 consecutive hours of service interruption affecting a residential sector. ^[3] The second bill, Proyecto del Senado 1434, proposes amending the law to establish minimum procedural requirements for suspending essential public services. ^[4] Hiram Torres Montalvo, Secretary of the Department of Affairs of the Consumer (DACO), officially announced his aspiration to become mayor of Cataño on September 1, 2026. ^[5] The Sección de Secuestros y Extorsiones of the Divincri Piura used a geolocation system to locate the suspects at a residence in the Jesus Maria settlement. ^[6] The victim, identified as S. A. C. G. (35), reported receiving numerous extortion messages and deposited S/2,100 to an account provided by the criminals after threats were made against his family. ^[7] The proposal stipulates that customers disputing a bill are not required to hire a private expert, plumber, or technician as a condition for their claim to be considered. ^[8] Hiram Torres Montalvo clarified on September 2, 2026, that he will not take unpaid leave but will continue working to prepare solid work plans for the agency. ^[9] Hiram Torres Montalvo stated he will use accumulated vacation days to campaign for the mayor of Cataño once officially certified as a candidate. ^[10] Jean Peña Payano, Secretary of Public Affairs of La Fortaleza, confirmed on September 2, 2026, that Torres Montalvo would be taking unpaid leave. ^[11] Jean Carlos Z. C. (27) was identified as the owner of the bank account used for the transfer and was detained in flagrante delicto. ^[12]
