MinTIC, Colombia's Ministry of Information and Communication Technologies, presented its ICT Plan 2026-2030, a roadmap defining the country's technology policy priorities for the 2026-2030 period. ^[1] TikTok stated in a document shared with SEMANA that it prioritizes community safety and takes the misuse of digital platforms by illegal armed groups very seriously. ^[2] Minister Alexandra Falla said the plan changes how technological progress is measured, shifting from counting connections to assessing whether connectivity enables studying, working, entrepreneurship, selling, accessing services, or generating income. ^[3] The ICT Plan 2026-2030 outlines five work lines: Connect Colombia, Prepare Colombia, Make Colombia Produce, Transform the State, and Protect Colombia. ^[4] The ministry announced first-100-day actions including designing a new connectivity policy, creating a national applied AI roadmap, designing a national cybersecurity architecture, developing a computing and data centers strategy, reviewing spectrum use and allocation, and reorganizing the FUTIC fund. ^[5] On August 2, 2026, Alexandra Falla Zerrate, the Minister of Information and Communications Technologies (MinTIC), presented the work plan for the 2026-2030 period. ^[6] The plan identifies five key areas: Conectar Colombia (connectivity), Preparar a Colombia (talent and education), Hacer que Colombia produzca (AI and digital economy), Transformar el Estado (GovTech), and Proteger Colombia (cybersecurity). ^[7] The Plan TIC 2026-2030 is designed to convert Colombia into the technological hub of the Americas and make technology a driver of productivity, employment, income, innovation, security, and well-being. ^[8] The strategy prioritizes artificial intelligence applications, GovTech, FinTech, HealthTech, AgroTech, cybersecurity, data analytics, and infrastructure to create, adapt, and export technological solutions. ^[9] In Colombia, during the same period, TikTok removed 99.4% of content infringing its policy on organizations and individuals promoting violence or hate before it was reported. ^[10] TikTok announced that it strengthens its systems, improves policy application, and limits the dissemination of content related to illegal armed groups to respond to evolving tactics. ^[11] TikTok reported that between January and March 2026, it removed 99.3% of videos infringing its policies globally, with 94.4% removed within 24 hours. ^[12]
