HealthproMed agreed to retain all current employees of the CDT who had previously received termination letters to avoid a disruption in operations. ^[1] HealthproMed will administer the Culebra Community Treatment and Diagnosis Center (CDT) for a 90-day interim period starting September 1, 2026. ^[2] The Puerto Rico Department of Health (Salud) will retain HealthproMed to manage the CDT for 90 days while completing a formal Request for Proposal (RFP) process. ^[3] Carlos 'Johnny' Méndez, president of the Puerto Rico House of Representatives, said in a radio interview on WMDD 1480 AM on 2026-09-02 that he is 'fed up' with Health Secretary Víctor Ramos Otero because 'the man doesn't keep his word,' citing the secretary's handling of the management change at the Culebra Diagnostic and Treatment Center (CDT) and other matters. ^[4] The long-term contract sought through the RFP process is for a duration of five years. ^[5] Health Secretary Víctor Ramos Otero said he would seek a meeting with Méndez to clarify what he considers a 'confusion,' explaining that Sistema Menonita only ran three services at the Culebra CDT and that he replaced the administrator because Menonita allegedly wanted to double the payment for those services. ^[6] Méndez said Ramos Otero gave multiple versions of the reasons for changing the administration of the Culebra CDT from Sistema Menonita to HealthProMed for general medicine, laboratory, and pharmacy services, and previously did the same regarding the Northeast Medical Center and its CDC license. ^[7] Méndez, representative of District 36, is the author of a resolution to investigate the process for the change of administrator at the Culebra CDT, and an ocular inspection is scheduled for September 9, 2026. ^[8]
