Parti québécois leader Paul St-Pierre Plamondon promised at a campaign news conference in Saint-Jérôme that a PQ government would hold states general on education within the first 100 days of its mandate, responding to a request from the education community 30 years after the last such exercise. ^[1] The Quebec government aims to achieve a zero deficit by 2030, but current government spending is 25.7% of GDP compared to 24.4% before the COVID-19 pandemic. ^[2] Paul St-Pierre Plamondon proposed a mandatory minimum of 60 minutes of physical activity per day, as in Finland, and a civics and respect code with 'clearer and stricter' sanctions. ^[3] Paul St-Pierre Plamondon proposed reintroducing singing and giving more room to music teaching in primary and secondary schools, and making the reading of selected Quebec literary works mandatory. ^[4] Paul St-Pierre Plamondon told reporters that one goal of the states general would be to draw on the best practices in the world to raise the level of every education sphere. ^[5] A 2 percentage point reduction in the personal income tax rate for the lowest bracket would increase Quebec's annual deficit by approximately 2.7 billion dollars in the first year. ^[6] Quebec's government revenues are currently 24.9% of GDP, which is lower than the 26.1% recorded before the pandemic. ^[7] The Coalition Avenir Québec (CAQ) government plans to limit the average annual growth rate of departmental spending to 1.9% to reach the zero deficit target. ^[8]
