Indonesian Human Rights Minister Natalius Pigai said on 2025-08-31 that the government is preparing regulations to anticipate human rights violations from artificial intelligence and neurotechnology, and that neurorights protection should be included in the draft Human Rights Bill (RUU HAM). ^[1] Manpower Minister Yassierli said at the Indonesia's Green Jobs Conference 2026 in Jakarta that Indonesia's Ministry of Manpower is preparing dedicated vocational training centers for green jobs to align workforce skills with green economy demand. ^[2] Pigai said that advanced neurotechnology could create new forms of human rights violations that record, process, and influence brain activity. ^[3] Pigai urged that neurorights protection be added as a specific article in the RUU HAM as an anticipatory measure. ^[4] Bappenas said in Indonesia's 2025 Green Workforce Development Roadmap that the country aims to have 5.32 million green workers by 2029, and that cumulative demand for green workers in the power generation sector is estimated at more than 760,000 based on PLN's 2025-2034 Electricity Supply Business Plan (RUPTL). ^[5] Yassierli said the government plans to develop up to 100 gigawatts of solar power capacity, requiring detailed workforce planning for operation, maintenance, and component manufacturing. ^[6] Yassierli said the Ministry of Manpower is receiving support from the World Bank to establish around 15 new vocational training centers, expected to begin construction or operations next year. ^[7] Pigai explained that neurorights is a concept of protecting human rights from possible misuse of technology that can access, monitor, process, or influence a person's brain activity. ^[8]
