Bogota's Education Secretariat published draft regulation RL-2026-177 on August 28, 2026, which proposes restricting cellphone use for students throughout the school day, including during classes and recess. ^[1] The Sint Maarten National Commission for UNESCO congratulated Marvio Cooks and Marcus Nicolaas on completing the Deep-Dive Programme: Inclusive Education and Digital Transformation in Latin America and the Caribbean. ^[2] The draft proposal applies to all institutions providing early childhood, primary, and secondary education across the city of Bogota. ^[3] The proposal is part of a broader educational policy called '(Re)conectarnos para aprender', which seeks to distinguish between technology serving a learning purpose and technology that competes with attention. ^[4] Under the draft rules, students generally would not be allowed to use mobile phones during the school day, and the restriction would extend to recess and other breaks. ^[5] Both Marvio Cooks and Marcus Nicolaas were awarded scholarships for the next UNESCO course, which will focus on Technical and Vocational Education and Training (TVET). ^[6] Marvio Cooks scored 19 out of 20 on his final project, which focused on Sint Maarten's educational data system and recommended creating a clear policy to help students re-enter the school system. ^[7] The 75-hour online course was hosted by UNESCO and the International Institute for Educational Planning (IIEP UNESCO) and trained public officials on making education more accessible and using artificial intelligence responsibly in schools. ^[8]
