On August 31, the social media platform X displayed a special balloon animation on the profile of Colombian Vice President José Manuel Restrepo to mark his birthday. ^[1] The 2027 budget proposal presented by the Ministry of Finance under the government of Gustavo Petro is estimated at COP 60 trillion, which is COP 23 trillion more than the previous budget. ^[2] The key to making the birthday animation appear on X is to have the date of birth registered in the X account. ^[3] The 2027 budget proposal implies a fiscal deficit of 9.7% of GDP, which exceeds the fiscal rule and is the highest level during the neoliberal period. ^[4] The Ministry of Finance stated that COP 37 trillion of the 2027 budget would be financed through debt, with COP 23 trillion allocated to expenses. ^[5] The previous government under Gustavo Petro proposed a tax reform worth COP 20 trillion and a significant reduction in interest rates from 12% to approximately 6%. ^[6]
