Ecuador's Prosecutor's Office accused José Serrano, former interior minister under President Rafael Correa, of being one of seven alleged intellectual authors of the assassination of presidential candidate Fernando Villavicencio, which occurred in August 2023 in Quito. ^[1] Medical workers from hospitals in Reynosa and Río Bravo, Tamaulipas, led a peaceful demonstration to demand dignified working conditions on a street with heavy traffic flow. ^[2] Eduardo León, a 45-year-old lawyer, and his wife Jenifer Arias invested their savings to open a private solar charging station called a 'solinera' in Playa Mégano, located 30 kilometers from Havana. ^[3] Power outages in Havana have lasted more than 20 hours in recent weeks, a situation aggravated since January by an oil embargo decreed by the United States against the island. ^[4] In the same month, Ecuador's Prosecutor's Office accused six other individuals of being intellectual authors of the Villavicencio murder: former assembly member Ronny Aleaga, businessmen Xavier Jordán and Daniel Salcedo, and alleged Los Lobos members Wilmer Chavarría, Luis Arboleda, and Ángel Aguilar. ^[5] On 2026-08-28, Ecuadorian National Police detained José Serrano at Guayaquil airport and transferred him, handcuffed and wearing a bulletproof vest, to the Cárcel del Encuentro maximum-security prison. ^[6] The Prosecutor's Office alleged that Serrano acted as a logistical link with the criminal organization Los Lobos, providing information about Villavicencio's movements. ^[7] Eduardo León reported that staff shortages force medical personnel, nurses, paramedics, and orderlies to work overtime. ^[8] Eduardo León, a doctor at the General and Maternal-Infant Hospital, stated that the facility lacks medications and supplies, which hinders good patient care. ^[9] Medical workers stated that their mandatory detoxification period, which was supposed to begin in October, has not been completed, putting their health at risk. ^[10] Electric tricycles are the primary mode of transport in Cuba, with many vehicles having an autonomy of less than 80 kilometers, making reliable charging essential for drivers' livelihoods. ^[11] The 'solinera' operates independently of the national grid using 24 solar panels, three batteries, and inverters, allowing it to charge up to 60 vehicles per day. ^[12]
