The Administrative Court of Cundinamarca issued an order on 2026-09-02 within a popular action filed by Nicolás Dupont Bernal against the Fondo Rotatorio de la Cancillería and the Imprenta Nacional, suspending the execution of Convenio Interadministrativo Específico No. 001 de 2025, CI-005 de 2026 and derived contracts. ^[1] Ómar Bula, Colombia's Minister of Foreign Affairs, said on 2026-09-03 that the National Government is preparing a legal response to the court order that provisionally suspended two agreements of the passport model implemented during Gustavo Petro's administration, and that passport issuance will continue. ^[2] The Administrative Court of Cundinamarca provisionally suspended interadministrative agreements 001 of 2025 and CI-005 of 2026 used to structure the passport operation with the National Printing Office of Colombia and the Portuguese public company Casa da Moeda. ^[3] The court ordered that appointments, the receipt of applications, and the delivery of passports continue without interruptions despite the suspension of the agreements. ^[4] The Administrative Court of Cundinamarca clarified that the precautionary measure is preventive, temporary and reversible and does not anticipate a conclusion on the legality of the agreements. ^[5] The court ordered the Ministry of Foreign Affairs, its Revolving Fund, the National Printing Office, and other competent entities to immediately adopt measures to maintain operations while the suspension remains in force. ^[6] The suspension is described as a preventive, temporary, and reversible precautionary measure that does not constitute an advance ruling on the legality of the agreements. ^[7]
