El Caracol reported the killing of at least 15 people in street situations in Guadalajara during 2025 and eight more in the first months of 2026 as part of social cleansing processes. ^[1] Organizations including El Caracol, the Center for Justice for Peace and Development (CEPAD), and the Human Rights Program of the Iberoamerican University presented a report of over 100 pages documenting human rights violations during the 2026 World Cup in Mexico. ^[2] Peter O'Reilly, Vice President of Clubs, International Affairs and Events of the NFL, stated that Mexico could be a market that receives multiple games in the future. ^[3] The NFL is not ruling out the possibility of scheduling more regular season games in Mexico in the future. ^[4] The NFL is preparing for its return to Mexico with a regular season game between the Minnesota Vikings and the San Francisco 49ers scheduled for November 22. ^[5] The report alleges that the Federal Government criminalized and delegitimized protest actions by groups of mothers, teachers from the National Coordinating Council of Education Workers (CNTE), transporters, and farmers. ^[6] The report highlights the use of non-repression language by authorities while violence occurred outside the Banorte Stadium with the participation of the Secretariat of Citizen Security (SSC). ^[7]
