The joint economic committees of the Chamber of Representatives and the Senate in Colombia initiated the debate on the 2027 budget on Tuesday at 10:00 a.m. ^[1] The proposed budget for 2027 amounts to $634.95 trillion pesos, which is equivalent to 29.9% of the GDP. ^[2] Andrés Santamaría, director of Asocapitales, met with Julián Buitrago, director of the National Planning Department (DNP), to present a strategic roadmap for capital cities. ^[3] According to a diagnosis presented by Miguel Gómez, the inherited budget carried a real underfunding of $59.25 trillion pesos due to debts and contractual obligations that were omitted or underestimated. ^[4] The largest budgetary pressure comes from public debt service, which is the highest in the history of Colombia, reaching $155.4 trillion pesos, an increase of 54.7% compared to 2026. ^[5] Asocapitales reported that the cities in question concentrate nearly 47% of the country's population and generate approximately 55% of the national GDP. ^[6] Asocapitales stated that the proposal aims to incorporate the needs and experiences of capital cities into the construction of the next National Development Plan. ^[7] The presented roadmap includes priorities and proposals from capital cities organized into six fronts: decentralization and fiscal sustainability, territorial development, mobility, security, environment, and local capacity strengthening. ^[8]
