Luis Henry Molina, president of the Dominican Republic's Supreme Court of Justice (SCJ), said that during a private conversation on 2020-01-07, then-President Danilo Medina told him his actions must be strictly in accordance with the Constitution and laws, that Medina would never call or ask anything of him, and that responsibility for Molina's actions would be his. ^[1] Molina publicly thanked former President Danilo Medina at the same appearance, stating that Medina's promise to never contact or ask anything was fulfilled and that their relationship was respectful. ^[2] Molina said he personally assumes responsibility for all decisions made during his administration, including those that have been questioned, and he does not blame anyone. ^[3] Luis Henry Molina proposed reorganizing the judiciary by grouping regulations into a single Organic Law of the Judiciary and replacing the current 11 judicial departments with five regional judicial regions supported by regional Courts of Appeal. ^[4] Luis Henry Molina said that only 5% to 10% of cases should go to trial, and that Dominican justice should resolve most cases through agreements as done in the United States. ^[5] Luis Henry Molina stated that the Plenary Chamber of the Supreme Court of Justice has only 122 cases in processing, all resolved within legal deadlines, with no judicial backlog. ^[6] Molina said his administration is ending without any scandal in the Supreme Court of Justice or the Judicial Council, and he declined to make public certain situations involving individuals out of regard for their integrity. ^[7]
