Governor Rafaela Cortés Zambrano of Meta sent a letter on September 3 to David Santiago Tamayo, director of the National Disaster Risk Management Unit (UNGRD), requesting urgent aid due to an emergency caused by heavy rains. ^[1] The governor requested an immediate humanitarian operation from UNGRD including aerial and logistical support, urgent recovery of connectivity, yellow machinery, complementary humanitarian aid, and the permanent deployment of specialized technical personnel. ^[2] Governors from across Colombia met with President Abelardo De La Espriella at a summit in Santa Cruz de Mompox, Bolívar, organized by the National Federation of Departments (FND). ^[3] According to the department's report, 179 neighborhoods are impacted, 8,471 families are affected, and 2,615 appear as victims. ^[4] Governor Rafaela Cortes expressed particular concern for the municipalities of Cubarral, El Dorado, and El Castillo due to road infrastructure loss and rising river levels. ^[5] Governor Rafaela Cortes requested support from the National Risk Management Unit (UNGRD) to assist more than 8,000 families affected in 29 municipalities. ^[6] The department of Meta in Colombia is facing an emergency due to heavy rains while other regions experience droughts from the El Niño phenomenon. ^[7] The flooding in Cubarral, El Dorado, and El Castillo has isolated communities and compromised food supply, emergency attention, and agricultural mobility. ^[8] FND President Rafaela Cortés Zambrano revealed that the Resource Plan for 2027-2028 projects current revenues of $21.4 trillion, compared to $25.5 trillion for the current biennium, representing a $4.1 trillion difference. ^[9] Governor Rodrigo Villalba of Huila described the meeting as a 'productive dialogue' with President Abelardo De La Espriella. ^[10] President Abelardo De La Espriella stated that Colombia needs to believe it can change its destiny and that governing means transforming problems into opportunities. ^[11]
