A high-level delegation from Africa visited the state of Karnataka, India, to discuss bilateral cooperation. ^[1] African governments have largely abdicated responsibility for financing and regulating assisted reproduction, leaving fertility care almost exclusively to private, for-profit providers. ^[2] Assisted reproductive technology (ART) is expanding at an unprecedented pace across Africa, with fertility clinics opening in countries where couples previously had to travel to Europe, India, or South Africa for treatment. ^[3] In the absence of comprehensive legislation, fertility specialists in many African countries determine their own standards of practice and ethical guidelines, effectively becoming their own regulators. ^[4] China launched the Global Governance Initiative (GGI) as a framework to strengthen multilateralism and make international governance more inclusive, equitable, and effective. ^[5] Roseline Ilori, founder and CEO of Bridge57 Solutions Limited, said Africa cannot scale artificial intelligence faster than it can govern it, warning that rapid adoption without safeguards could deepen privacy, discrimination, cybersecurity and accountability risks across the continent. ^[6] Production of 3D printing equipment, lithium-ion batteries, and industrial robots in China has risen sharply as part of its technological transformation. ^[7] Officials informed the delegation that Karnataka has made the Computer Literacy Test mandatory for government officials. ^[8] The delegation met with Chief Secretary Shalini Rajneesh on September 2, 2026. ^[9] The state government linked passing the Computer Literacy Test to eligibility for promotion and declaration of probation for government officials. ^[10] Austin Maho, a governance and international affairs expert, stated that Africa must approach the initiative as an opportunity to influence the emerging global order rather than simply obtaining another seat in international institutions. ^[11] The GGI is built around five principles: sovereign equality, international rule of law, multilateralism, a people-centred approach, and results-oriented action. ^[12]
