Mexico's federal external debt reached 159,846.6 million dollars as of July 2026, according to the Secretaría de Hacienda y Crédito Público (SHCP). ^[1] The external debt increased by 34,091.4 million dollars compared to the 125,755.2 million dollars recorded at the end of Andrés Manuel López Obrador's administration in September 2024. ^[2] Mexico City's Hoy No Circula driving restriction is in effect on September 2, prohibiting vehicles with red stickers, license plates ending in 3 or 4, and verification holograms 1 and 2 from circulating during program hours. ^[3] The external component of the total debt accounts for 236,476.5 million dollars, which is 11.1% of the GDP, including all public sector bodies and companies. ^[4] The total public debt, measured by the Historical Balance of Financial Requirements of the Public Sector (SHRFSP), reached 19.47 trillion pesos, representing 51.0% of the Gross Domestic Product (GDP) in the second quarter of 2026. ^[5] The fine for violating the Hoy No Circula rule is 2,346 pesos. ^[6] The Hoy No Circula program operates from 5:00 a.m. to 10:00 p.m. and applies across the 16 boroughs of Mexico City and 18 municipalities of the State of Mexico that make up the Metropolitan Zone of the Valley of Mexico. ^[7] The September 2 Hoy No Circula program exempts numerous vehicle categories, including electric and hybrid vehicles, motorcycles, classic cars, agricultural and construction machinery, vehicles with disability plates, and vehicles holding '00' or '0' verification holograms, among others. ^[8] Data from Inegi shows that between December 2018 and June 2026, the average number of employed persons in the private formal sector fell by 3.6% while average real wages increased by 27.5%. ^[9] The columnist notes that Amador omitted the fact that intermediate goals of the Mexico Plan are far from being met this year and likely next year as well. ^[10]
