Russian Industry and Trade Minister Anton Alikhanov told reporters on September 3 that the value of shipments under the parallel import mechanism may reach $20.5 billion in 2026. ^[1] Roman Chekushov, Russia's deputy minister of industry and trade, said on 2026-09-03 at the Eastern Economic Forum in Vladivostok that Russia is ready to share high-end technologies with India to help develop Indian industries. ^[2] Anton Alikhanov noted that the decline in parallel import volumes is a natural trend driven by the development of domestic production and the substitution of goods from unfriendly countries with alternatives from friendly nations. ^[3] Anton Alikhanov stated that parallel imports for the first seven months of 2026 amounted to approximately $12.2 billion, and the figure could reach $13.8 billion for the January-August period. ^[4] Roman Chekushov, State Secretary and Deputy Minister of Industry and Trade, reported that the total volume of parallel imports into Russia exceeded $23.1 billion by the end of 2025, with the monthly average reaching about $1.9 billion. ^[5] Chekushov said India has been seeking technologies from Russia as the two countries move beyond their trade relationship. ^[6] Chekushov said some Russian companies, mostly in the transportation and chemical sectors, already have production facilities in India, and more Russian companies are exploring production in the Indian market, calling it the initial stage. ^[7] India has become the second-largest buyer of Russian oil after increasing purchases following the Middle East conflict that disrupted energy supplies from the Persian Gulf states. ^[8]
