Andrés Julián Rendón Cardona, Governor of Antioquia, supported the decision by the National Environmental Licensing Authority (ANLA) to temporarily increase the filling of the Hydroituango reservoir to face the El Nino phenomenon. ^[1] The ANLA authorized a temporary increase of the Hydroituango reservoir level from elevation 408 to 420, aligning with the original conditions of the hydroelectric plant's environmental license. ^[2] The Governor stated that the decision arrived late because it was made when it was not raining, whereas the request had been made months earlier to take advantage of the rainy season. ^[3] The Intergovernmental Institute of Hydrology, Meteorology and Environmental Studies (Ideam) projects that the El Nino phenomenon will intensify at the end of 2026 and the beginning of 2027. ^[4] Rave Ríos stated that Antioquia increased its cultural investment by about 195% under Governor Andrés Julián Rendón, reaching historic execution levels. ^[5] Rave Ríos stated that the Bienal Internacional de Arte de Antioquia y Medellín returned after 44 years, becoming the first departmental biennial in the world with support from Governor Andrés Julián. ^[6] Rave Ríos stated that the biennial brought together more than 165 artists from 18 countries, reached all 9 subregions of Antioquia, and impacted about 700,000 people. ^[7] Roberto Rave Ríos, director of the Instituto de Cultura y Patrimonio de Antioquia, argued in a 2026-09-01 opinion piece that culture should be treated as a transversal policy driving economic development, identity, and international projection, not as an expense. ^[8]
