Colombian President Abelardo De la Espriella warned regional mayors and governors during the 'El milagro de las Regiones' summit in Mompox, Bolívar, that they cannot establish contacts or agreements with organizations the government considers terrorist without going through institutional channels. ^[1] President Abelardo de la Espriella ordered that no governor or mayor can initiate negotiations, agreements, or clandestine contacts with terrorist structures on their own. ^[2] The government's security strategy involves an offensive against the complete system of illegal armed groups, including commanders, successors, support networks, logistics, finances, frontmen, and assets. ^[3] The President declared that territorial autonomy loses meaning when the state lacks the capacity to exercise authority in regions where terrorists decide who can enter, work, or live peacefully. ^[4] The President vowed that there will be no truce with armed organizations that continue to commit crimes, stating that the recovery of territorial control is an absolute priority. ^[5] President Abelardo de la Espriella declared that he will not tolerate any authority making pacts below the table with enemies of the country while soldiers and police risk their lives. ^[6] President De la Espriella stated that the public security forces will concentrate their capabilities in the most critical zones of Colombia to attack illegal financing sources and close strategic corridors. ^[7]
