Mayor Marcos Cruz Molina of Vega Baja announced on a Tuesday the creation of the 'Adopt a Horse' initiative for unclaimed stray equines. ^[1] Vega Baja Mayor Marcos Cruz Molina announced on Tuesday the initiative 'Adopte un caballo' to address stray horses on municipal roads. ^[2] Between June 2024 and June 2025, Vega Baja recorded 483 traffic accidents involving abandoned or stray horses out of a total of 1,790 reported accidents during that period. ^[3] If the 30-day period passes without the owner appearing, the horse may be placed for adoption, and the municipality will publicize available animals, along with dates and locations for adoption, on its social media. ^[4] The municipality of Vega Baja, Puerto Rico, established the 'Adopt a Horse' initiative via executive order, allowing the adoption of stray or abandoned horses after a 30-day claim period. ^[5] Marcos Cruz Molina stated that the initiative aims to protect animals and citizens by involving the community in the solution. ^[6] Mayor Marcos Cruz Molina stated that stray horses cause accidents, damage trash bins, and require the municipality to bury the animals and clean up parks. ^[7] The initiative was implemented via an executive order granting owners 30 days starting September 2 to relocate horses to pastures or homes. ^[8] The new initiative allows citizens to voluntarily adopt horses that have been identified but not claimed by their owners within a 30-day natural period. ^[9] Mayor Cruz Molina stated that previous attempts to solve the issue through private entities and municipal teams failed due to lack of owner cooperation and lack of space. ^[10] Adopters must provide a photo identification and sign a document committing to provide a better quality of life for the horses to ensure road safety. ^[11]
