Francisco Oliverio Espaillat, the Minister of Agriculture of the Dominican Republic, stated that ensuring generational renewal is one of the main challenges for the Dominican agricultural sector. ^[1] Francisco Oliverio Espaillat argued that bringing machinery and technology to the fields is insufficient without trained personnel to operate and utilize them effectively. ^[2] The Minister announced that 315 technicians and professionals have been incorporated into five specialized training programs through alliances with universities and cooperation agencies. ^[3] The Minister highlighted the PRONAMEC program as a starting point to modernize production, reduce costs, and improve profitability for producers. ^[4] During the opening speech of the XXVIII Encuentro de Líderes del Sector Agropecuario, organized by the Junta Agroempresarial Dominicana (JAD), Espaillat Bencosme emphasized that human capital, mechanization, innovation, and knowledge must be central to the sector's strategy. ^[5] Espaillat Bencosme argued that sustainable technological transformation requires an equally profound transformation of the country's human capital. ^[6] The Minister warned that the transformation of the agricultural sector cannot depend solely on the availability of land, water, credit, seeds, fertilizers, and markets. ^[7]
