The Nairobi-based UN Environment Programme confirmed in a report titled 'Limiting Overshoot' that overshooting the 1.5C goal of the 2015 Paris Agreement is now unavoidable. ^[1] The UN report stated that global heating will reach at least 1.8C under even the most optimistic future scenarios, well beyond the Paris agreement goal of 1.5C. ^[2] The UN Environment Programme (UNEP) said in a first-of-its-kind assessment that global action to cut greenhouse gas emissions has not been fast enough to avoid global warming crossing 1.5C, shifting the best remaining option from avoiding overshoot to navigating it. ^[3] IPCC co-chair Prof Debra Roberts stated that existing approaches are no longer fit for purpose and that climate governance must be reconfigured around dealing with an overshoot pathway. ^[4] The report warned that there are no good outcomes above 1.5C, with heating of up to 3C above preindustrial levels potentially causing glaciers to lose more than a quarter of their mass by 2100. ^[5] Inger Andersen, UNEP executive director, said there are no good outcomes if the world remains above 1.5C and that the 1.5C target is still the goal but must be approached from above. ^[6] Maina Talia, climate minister of Tuvalu, said climate change falls disproportionately on Pacific countries and that the costs Tuvalu bears are incomparable to other countries. ^[7] Richard Betts, co-author of the UNEP report from the University of Exeter, said the report is a reality check and that the world must live with a warmer world but can still limit warming. ^[8]
