The Bogotá Auditor Office (Contraloría de Bogotá) conducted an audit of the District Habitat Secretariat (Secretaría Distrital del Hábitat) for the 2025 fiscal year and identified 12 administrative findings, nine with presumed disciplinary impact and two with fiscal impact. ^[1] The largest finding involves over COP 977 million paid for road works in Los Alpes, Ciudad Bolívar, which remain unfinished despite two contracts signed in 2021 and 2023. ^[2] The Secretaría Distrital del Hábitat (Bogotá's District Habitat Secretariat) announced the Arrendamiento Temporal Solidario rental subsidy program, with applications open from September 7 to 23, 2026, for vulnerable households in Bogotá. ^[3] Steffi Rosbenisa Acevedo Sánchez, director of Habitat and Environment at the Auditor Office, stated that the impact of the unfinished works falls on a community waiting for safe and functional infrastructure. ^[4] The Bogotá Auditor Office calculated a total of over COP 1.007 million in presumed damage to public assets from these two cases. ^[5] Applicants must present a current rental contract signed by both parties without authentication, no household member may own property in Colombia (with exceptions), and no one may have already applied a housing subsidy; the benefit cannot be used for rooms in boarding houses, and the housing must be an independent unit in a legalized sector meeting minimum habitability conditions, subject to verification by the Secretariat. ^[6] Applications for the subsidy must be submitted in person; there is no online application process. ^[7] The subsidy can provide up to 0.62 times the monthly legal minimum wage, equivalent to a maximum of $1,085,561 per month, for up to six months, subject to meeting requirements and validation by the district entity. ^[8]
